THE Chief of Naval Staff (CNS), Vice Admiral Ola Sa?ad Ibrahim advocated the need for effective naval communication structure to ensure effective military command and control. Ibrahim, who spoke while declaring open a 3-day conference of the Directorate of Naval Signals and Communication, held at the Nigerian Navy Ship Quorra (NNS Quorra)in Lagos, disclosed that the Navy now has equipment that do online encryption and decoding.
Represented by the Flag Officer Commanding (FOC), Western Naval Command, Rear Admiral, Ameen Ikioda, the CNS commended the growth of naval communication stressing that communication in the Navy hitherto involved a lot of input from human elements. ?We used to use flags to communicate, we had the normal encoding and decoding system, which were a little bit cumbersome.
But today, we have equipment that does online encryption and decoding. If I speak my normal language from where I am into the system, it becomes encrypted inside the system so anybody, who tries to tap into it will not get what I said because the information will be scrambled. ?We are advancing towards the stage whereby all our communication arrangements will be online encrypted,? he said.
The CNS said that the development of Nigerian Navy communication,manpower and skills to meet emerging challenges has been a herculean task, adding that rapid development in Information and Communication Technology (ICT) has advanced naval communications in the leaps and bounds leading to the evolution of modern integrated communication systems.
Ibrahim noted that the merger of the naval signals and ICT directorates was to achieve desired synergy in line with the Nigerian Navy transformation plan that was being vigorously implemented. He charged the participants to x-ray the implementation of the transformation agenda with regards to communication and document all lapses that need fine-tuning.
Urging naval staff to remain committed to their duties, the chief said the navy is anticipating improved platforms acquisition to achieve and sustain the effective operational capacity for the force to carryout its responsibilities.
Also speaking, the Chief of Training and Operations, Rear Admiral Ogbeche Ogbor said the conference was an annual forum where stakeholders in naval communication x-rayed the activities of the directorate in relation to the Nigerian Navy?s expectations. He said the theme for this year?s conference ?Nigerian Navy Communications, past, present, and the future,? was chosen to address the challenges and prospects in the evolution of the navy?s communication. Ogbor said that was how they can ensure that naval operations would be commanded, controlled, co-ordinated and administered properly.
Participants at the conference were divided into three cells, which included Integrated Communication Systems in support of naval operations,administration and logistics,procurement process and standardisation of communication equipment, as well as, training and career planning for NN communication and information systems personnel.
