Kenya village of AIDS orphans hangs hopes on trees

(AP) ? There are no middle-aged adults in the Kenyan village of Nyumbani. They all died years ago. Only the young and old live here.

The 938 children here all saw their parents die. The 97 grandparents saw their middle-aged children die. But put together, the bookend generations take care of one another.

UNAIDS says that as of 2011 an estimated 23.5 million people living with HIV resided in sub-Saharan Africa, representing 69 percent of the global HIV burden. Eastern and southern Africa are the hardest-hit regions.

Saturday is World AIDS Day.

Nyumbani is currently planting tens of thousands of trees for the fourth straight year in the hopes that the village will soon harvest the hardwood and become self-sustaining.

Polyak will deliver her award lecture, "Breast Tumor Evolution: Drivers and Clinical Relevance," on Thursday, Dec. 6 at 11:30 a.m. CT in Exhibit Hall D of the Henry B. Gonzalez Convention Center.

Polyak is a professor of medicine in the department of medical oncology at the Dana-Farber Cancer Institute and Harvard Medical School in Boston, Mass. Her laboratory investigates the molecular basis of breast tumor evolution, with special emphasis on the role of the microenvironment and intratumor diversity in these processes. Her work focuses on identifying molecular alterations between normal and cancerous breast tissue using various technologies, determining their consequences and utilizing them to improve the clinical management of patients with breast cancer.

Funded by Susan G. Komen for the Cure, this award recognizes an investigator younger than 50 whose novel and significant work has had or may have a far-reaching impact on the etiology, detection, diagnosis, treatment or prevention of breast cancer.

Bissell will deliver her award lecture, titled "Genes and the Microenvironment: The Two Faces of Breast Cancer," on Friday, Dec. 7 at 11:30 a.m. CT in Exhibit Hall D of the Henry B. Gonzales Convention Center.

Bissell is a distinguished scientist at Lawrence Berkeley National Laboratory in Berkeley, Calif. Her innovative breast cancer research has had a profound influence on the understanding of cancer biology, in particular how three-dimensional organ architecture is responsible for normal behavior and how the loss of this crucial information influences the genesis of tumors. Her work demonstrated the pivotal role of reciprocal signaling between the nucleus and the extracellular matrix that surrounds tissues. She argued that it is the imbalance of this dynamic exchange of information that causes cancer. The research generated by Bissell and her team indicates that it is not only the genetic mutations that drive cancer, but also disruption of microenvironmental control.

Supported by Bristol-Myers Squibb, this lectureship was established in 2008 and is given annually to an individual who has undertaken outstanding scientific research that has inspired or has the potential to inspire new perspectives on the etiology, diagnosis, treatment or prevention of breast cancer.

Kunal Premnarayen - His Outlook on India's Real Estate Sector and ...

ICS Group,? engaged in real estate, hospitality and financial services sector has planned major projects of expansion in realty and hospitality business. Holding company of the Group, ICS Realty has collaboration with Old Mutual Property, Bentel Associates, Mantis International of South Africa and Secure Parking of Australia. Kunal Premnarayen, CEO, ICS Group in a candid chat with Ajay Kumar, elaborated in details about his? expansion plans.

?Here are the excerpts :

Please tell about your Group in detail.

The group was established by my father Deepak Premnarayen. He is possessed with the expertise to select the sector for business where potential for future expansion is available. We have already engagaed in road construction. Six years back we left road projects. This was the NOIDA Toll Road Project where my father is still on the Company?s Board of Directors. This being a very tough sector, our decision to come out of road projects was a strategic one. At present, we are engaged in financial services, real estate and hospitality sectors.

There is much emphasis on infrastructure sector in India and yet you say road construction is a ?tough sector. Any specific reason behind it?

This is a different industry. Bureaucracy plays a major role here. We have the Chinese example before us where huge investment is being made in road projects. India is yet to reach that level. Our Chairman explored different areas for development. Real Estate is one of them. Although we are there in this sector, but we are not developers. We are in businesses which are complementary to each other.

You said, you are in real estate sector but not a developer. What type of services do you provide?

We are engaged in the activities like designing, property management and development, car parking management, asset management, corporate finance and hospitality.

Does the car parking management also form part of real estate business?

In Mumbai, Delhi and other metro cities, car parking is already is an issue. We took it as a profitable and independent service business. Even if you are able to manage your car park well, there are other challenges due to lack of better design and construction. Hence, on the design level we incorporated the best international methods in car parking business. We entered into car parking business about 10 years back. We have tie-up with Secure Parking Corportation, an excellent car parking solution company of Australia. In India we have clients like, ?EMMAR-MGF, Sahara, Inorbit, Oberois and Phoenix High Street. In this sector we have almost 45 operational projects.

Did you constituted joint venture in architecture for this reason only?

ICS Group has tie-up with South Africa?s leading retail architecture company, Bentel Associates International. In the year 2002, Bentel Associates India was established. Bentel is presently providing its services to projects spread over more than 4 Crore sq ft in retail space. Projects like Retail, IT Park and Mixed Use Properties are included in it.?

Who are your big clients?

We have many big corporate clients. We are working with big developers like Prestige Group, DB Corp, Sudhil Mantri, South Consortium, etc. Some of these projects have been completed, while some are under construction. We have about 30 clients accross the country.

How do you visualise the growth of real estate business? in India?

Real estate business has vast potentials to offer in India. Huge potential can be seen in residential sector. As a company we are focusing on real estate space. There has already been improvements in office space. As such, this is the right time to invest in office space in Delhi or Mumbai. As regards shopping malls, high cost of commercial property in large cities is causing impediments. However in the secondary and tertiary cities the situation is not similar.

Is your Real Estate Fund capable for investment in the Indian projects?

We? developed our first retail focused real estate fund in the year 2008 in collaboration with Old Mutual Property of South Africa.The fund known as Triangle Real Estate India Fund LLC presently possesses an amount of US$ 70 mn (approx Rs.375 Crores). Listed on Mauritius Stock Exchange, Triangle fund has invested in three major retail projects in Aurangabad, Nagpur and Coimbatore. At Nagpur we have received great pre-launch response. In the next two years we will have other nine sites.

How much amount of money you plan to collect from foreign for the future projects?

We are in the process of raising US$ 200 mn (approx Rs.1350 Crores) with our associate Old Mutual Property. We will mainly concentrate on institutional investors. We are focusing on Asia, Middle East and South Africa. But due to the downslide in value of Indian rupee this process might be tough.

Do you believe that the international economic depression has affected the Indian real estate business?

Certainly, the Indian business has been affected. Foreign investors are looking towards the risks of their investments. However, with opening of retail sector for the foreign investors the situation will change. Keenness in the policy decisions is a good thing. But it will take at least two years for its effect to become visible. Both the hospitality and shopping centre business are extremely dependent on debts. However the good thing is that India is still growing at a rate of 5-6 per cent.

Summary: ICS Group led by Group CEO Kunal Premnarayen has interests in real estate, hospitality, asset management and financial services. ICS Realty is the Group?s holding company for real estate ventures and apart from investment, it provides strategic direction to facilitate growth of the various real estate businesses.

Chuck Sweeny: GOP ought to support statehood for Puerto Rico

If Republicans want to score victories over the Democrats in presidential elections, they need to improve their standing among minorities, particularly Latinos.

When George W. Bush ran for re-election in 2004, he got 44 percent of the Latino vote. Bush was a champion of sweeping immigration reform; the first country he visited upon becoming president in 2001 was Mexico, not the UK, as is traditional. He wanted to be filmed riding horses at the ranch of then-President Vicente Fox. Bush and his ?strategerist? Karl Rove were determined to make Latino-Americans a GOP constituency.

The Republican far right torpedoed that plan and the post-Bush party became virulently anti-illegal immigrant ? which was widely seen as anti-Latino in general ? so much so that GOP nominee Mitt ?Self-Deportation? Romney mustered just 27 percent of the Latino vote on Nov. 6. Meanwhile, Latinos grew to 12 percent of the vote, a percentage that will increase because of natural population growth among Latino-Americans.

So how does the Republican Party change directions? One painless way to start is to claim the cause of Puerto Rico?s statehood. What? You?re not familiar with this issue? That?s because it received very little coverage on the mainland.

Puerto Ricans voted Nov. 6 in a nonbinding, two-question referendum. They voted 54 percent to 46 percent to reject the continuation of commonwealth status, under which Puerto Ricans have been American citizens since 1917. Many enlist in the armed forces, but they lack the right to vote in mainland elections and aren?t subject to the U.S. income tax.

Puerto Rico sends voting delegates to the Republican and Democratic conventions and sends a nonvoting delegate to Congress.

On the second question, 61 percent voted for statehood, 33 percent voted for something called ?free association,? and 6 percent voted to become an independent nation.

This is the first time voters on the island of 4 million have OK?d statehood in a referendum. One reason they did is the quest for more jobs. Puerto Ricans have been leaving for work on the mainland for decades. Now, 5 million Puerto Ricans live in the continental U.S.

But for statehood to become reality, Congress must approve it. Republicans have a golden opportunity to seize this issue and make it theirs. U.S. Sen. Marco Rubio, R-Fla., is on board. Democrats, who fancy themselves as a rainbow coalition party, could hardly be seen standing in the way of statehood, so they?d be forced to go along.

Traditionally, pro-statehood Puerto Ricans have been conservative and pro-business, so they?d be a natural fit to become continental Republicans. But will the GOP shed its xenophobia and embrace statehood for a primarily Spanish-speaking population?

I doubt it. Too bad, though.

Ald. Bill Timm, R-9th, has taken his job very seriously over the 16 years he?s been advancing the ward?s interests at the City Council. Now Timm, 82, is packing it in. And guess what? No Democrat filed to run in the February primary. No Republican filed, either. Maybe an independent or two will step forward.

Timm has been a first-rate alderman. Retired from a career at Smith Oil, he used his time driving daily around the ward, observing the condition of streets and alleys, block by block, talking to residents about problems and riding herd on nuisance businesses, homeowners and landlords.

Timm had a close working relationship with police and with the Public Works Department, and he teamed with community service officers to nip problems in the bud. Now he laments that those officers are few and far between.

?To be very honest, we are very short of police officers,? he said. ?I don?t get time to spend with a community service officer anymore to keep the lid on my ward.?

It's not just taxes: Benefit cuts divide Democrats

WASHINGTON (AP) ? It's not just about taxes. There's another big obstacle to overcome as Congress and President Barack Obama work to skirt the fiscal cliff: deep divisions among Senate Democrats over whether to consider cuts to popular benefit programs like Medicare and Medicaid.

Much of the focus during negotiations seeking an alternative to $671 billion in automatic tax increases and spending cuts beginning in January has centered on whether Republicans would agree to raising taxes on the wealthy. Obama insists that tax increases on the wealthy must be part of any deal, even as White House officials concede that government benefit programs will have to be in the package too.

But even if GOP lawmakers agree to raise taxes, there is no guarantee Democrats can come up with enough votes in the Senate to cut benefit programs ? as Republicans are demanding.

"We cannot come up with the solution for Medicare in the next two or three weeks," said Sen. Dick Durbin of Illinois, the No. 2 Democrat in the Senate. "It's too important, it's too serious, when it comes to this fiscal cliff debate."

Durbin has long said Democrats must be willing to discuss cuts to benefit programs in exchange for tax increases on the wealthy. But, he said Wednesday, the issue is too complicated to address in a short postelection session of Congress.

Republicans complain that Democrats are taking issues off the table, even as more GOP lawmakers are reluctantly considering tax increases.

"Democrats like to pretend as though they're the great protectors of Social Security, Medicare and Medicaid," said Senate Republican Leader Mitch McConnell of Kentucky. "They make solemn pledges all the time about how they won't even entertain a discussion about reform. What they don't say is that ignoring these programs is the surest way to guarantee their collapse."

There's a growing consensus among Senate Democrats and the White House that Social Security should be exempt from any deficit-reduction package. But some centrist Democrats in the Senate argue that fellow Democrats must be willing to consider cuts to Medicare and Medicaid in order to get concessions from Republicans on taxes.

"It has to be both ? a significant revenue increase as well as spending cuts," said Sen. Max Baucus, D-Mont., chairman of the Senate Finance Committee.

Sen. Kent Conrad, D-N.D., who is retiring as chairman of the Senate Budget Committee, said rising health care costs in Medicare and Medicaid are helping to drive future spending, making them an essential part of a long-term deficit-reduction package.

"I've been part of every bipartisan group here. We've always put everything on the table," Conrad said. "If you're going to solve this problem, you're going to have to deal with where the spending is and the revenue can be raised."

But senators like Baucus and Conrad increasingly are being drowned out by other Democrats emboldened by the recent election results to fight against benefit cuts.

"I think the election spoke very strongly about the fact that the vast majority of American people don't want to cut these programs," said Sen. Tom Harkin, D-Iowa.

Further complicating the issue, some Democrats say they are willing to look for savings in programs like Medicare and Medicaid, as long as cuts don't lead to higher costs for beneficiaries. Obama's new health care law, for example, assumes more than $700 billion in Medicare savings over the next decade.

"I'm willing to look at ways of making the programs work better," Harkin said.

Congress and the White House are devoting the next three weeks to finding at least a bridge over the fiscal cliff by reducing the sudden jolt of higher taxes and spending cuts in January while laying a framework for addressing the nation's long-term financial problems next year.

Obama wants to let tax rates rise for wealthy families while sparing middle- and low-income taxpayers. Some Republican leaders, including House Speaker John Boehner of Ohio, have said they were willing to consider making the wealthy pay more by reducing their tax breaks. But most Republicans in Congress adamantly oppose raising anyone's tax rates.

Negotiations are going slowly as each side waits for the other to make concessions.

Democrats already have tried to take Social Security off the table. White House press secretary Jay Carney said this week that changes to the massive retirement and disability program should be done separately from any plan to reduce the deficit. That's the same position taken by 28 Democratic senators and independent Sen. Bernie Sanders of Vermont in a letter to fellow senators in September.

"We will oppose including Social Security cuts for future or current beneficiaries in any deficit-reduction package," said the letter, which was signed by many top Democrats, including Majority Leader Harry Reid of Nevada. In the House, Democratic leader Nancy Pelosi has taken the same position, not only on Social Security, but also on Medicare and Medicaid.

"There hasn't been the slightest suggestion about what they're going to do about the real problems, and that's entitlements," said Sen. Orrin Hatch of Utah, the top Republican on the Senate Finance Committee. "There's a certain cockiness that I've seen that is really astounding to me since we're basically in the same position we were before" the election.

A rather thin and long new snake crawls out of one of Earth's biodiversity hotspots

Field and laboratory work by a group of zoologists led by Omar Torres-Carvajal from Museo de Zoolog?a QCAZ, Pontificia Universidad Cat?lica del Ecuador, has resulted in the discovery of a new species of blunt-headed vine snake from the Chocoan forests in northwestern Ecuador. This region is part of the 274,597 km2 Tumbes-Choc?-Magdalena hotspot that lies west of the Andes. The study was published in the open access journal ZooKeys.

Blunt-headed vine snakes live in an area comprising Mexico and Argentina, and are different from all other New World snakes in having a very thin body, disproportionately slender neck, big eyes, and a blunt head. They live in trees and hunt frogs and lizards at night. The new species described by Torres-Carvajal and his collaborators was named Imantodes chocoensis and increases the number of species in this group of snakes to seven.

Snakes collected as far back as 1994 and deposited in several Ecuadorian and American natural history museums were also examined. The authors were soon surprised with an interesting discovery. Some individuals from the Ecuadorian Choc? lacked a big scale on their face that is present in all other blunt-headed vine snakes from the New World. Other features, as well as DNA evidence, indicate that these Chocoan snakes actually belong to a new species. DNA data also suggest that its closest relative is a species that inhabits the Amazon on the other side of the Andes.

'One possible explanation for the disjunct distribution between the new species and its closest relative is that the uplift of the Andes fragmented an ancestral population into two, each of which evolved into a different species, one in the Choc? region and the other in the Amazon' said Dr Torres-Carvajal.

SAO PAULO (AP) -Ronaldinho will play another season with Brazilian club Atletico Mineiro.

The club said Wednesday it has extended Ronaldinho's contract until the end of 2013.

The former two-time world player signed with Atletico Mineiro in June and was key in keeping the club in contention for the Brazilian league title until the final rounds.

The 32-year-old Ronaldinho played 31 matches with Atletico, scoring nine goals.

The former Brazil star says he is staying because he is "going through a wonderful moment at the club" and has been "treated very well" by everyone, "especially the fans," since arriving after a controversial stint with Flamengo.

Atletico still has a chance to finish second in this year's Brazilian league, a competition it hasn't won since 1971.

(AP) ? House Speaker John Boehner met with Treasury Secretary Tim Geithner on Thursday and accused Democrats afterward of failing to outline specific cuts to avert the "fiscal cliff" that threatens to send the economy into recession.

The White House and other Democrats said the Republicans were the ones holding things up.

"No substantive progress has been made between the White House and the House" in the past two weeks, Boehner, R-Ohio, told reporters after the private meeting with Geithner at the Capitol.

"I was hopeful we'd see a specific plan for cutting spending, and we sought to find out today what the president really is willing to do," Boehner said.

Top Senate Republican Mitch McConnell of Kentucky also offered a pessimistic take following his separate meeting with Geithner.

"To date, the administration has remained focused on raising taxes and attending campaign-style events, with no specific plans to protect Medicare and Social Security or reduce our national debt in a meaningful way," McConnell said in a statement. "And today, they took a step backward, moving away from consensus and significantly closer to the cliff."

At the White House, Obama spokesman Jay Carney took a confrontational tone at his daily briefing, saying Republicans must accept the reality that tax rates for the top 2 percent of income earners are going to go up, as President Barack Obama has demanded.

"This should not be news to anyone on Capitol Hill," Carney said. "It is certainly not news to anyone in America who was not in a coma during the campaign season."

"There can be no deal without rates on top earners going up," he declared.

To Boehner's criticism that Obama has not detailed a cost-cutting plan, Carney held up a copy of the president's plan from September 2011, noting that it was available online and on Capitol Hill. He said, "I believe they have electricity and Internet connections."

Senate Democrats insisted that it's up to Republicans to offer a specific roster of spending cuts.

"Republicans know where we stand," said Senate Majority Leader Harry Reid of Nevada. "We're still waiting for a serious offer from Republicans."

Reid said there is strong public support for Obama's proposal to extend all expiring tax cuts except for those that apply to incomes over $200,000 for individuals and $250,000 for couples ? legislation that Boehner and other Republicans say would harm the economy rather than help it.

The private meetings and public statements marked an acceleration in the pace of bargaining, if not in movement toward an agreement on an issue that leaders of both parties say they want to resolve.

The speaker has said that Republicans are willing to endorse higher tax revenues as part of a deal to prevent across-the-board tax increases and spending cuts scheduled to take effect at year's end, but only if the agreement includes savings taken from Medicare and other government benefit programs.

Boehner spoke by phone with Obama Wednesday night, and said his remarks Thursday were the result of that conversation, as well as the session with Geithner.

Carney said Obama's telephone call with Boehner lasted 28 minutes. He characterized it "frank and direct" and a good conversation.

Obama is insisting that tax rates go up on family income exceeding $250,000; Boehner is adamant that any new tax revenues come from overhauling the tax code, clearing out tax breaks and lowering rates for all.

The White House has been dismissive of Republicans suggestions that they can raise enough tax revenue by limiting deductions, saying that alone would not generate the amount of money Obama wants in revenue.

A White House document being shared with congressional officials and Obama allies says that placing a $25,000 limit on deductions would generate about $650 billion over 10 years if phased in gradually, and only $450 billion if charitable deductions were excluded from the limit, as some have suggested. Obama is aiming for $1 trillion in budget savings by letting estate taxes and the rates for the top 2 percent of earners rise to Clinton-era levels.

The document, obtained by The Associated Press, states that achieving revenue gains by limiting deductions rather than by letting rates rise for the wealthy "would inevitably force any tax reform designed to further reduce the deficit to raise taxes on middle class families simply to preserve lower rates for the most fortunate."

Republicans are also demanding significant cuts to entitlement programs like Medicare, such as an increase in the eligibility age for the program from 65 to perhaps 67.

As for the "fiscal cliff," across-the-board cuts to the Pentagon and domestic programs set to strike the economy in January along with the expiration of Bush-era tax cuts on income, investments, married couples and families with children. That combination of tax increases and spending cuts would wring more than half a trillion dollars from the economy in the first nine months of next year, according to the Congressional Budget Office.

No one anticipates a stalemate lasting that long, but many experts worry that even allowing the spending cuts and tax increases for a relatively brief period could rattle financial markets.

From their public statements, Obama and Boehner appear at an impasse over raising the two top tax rates from 33 percent and 35 percent to 36 percent and 39.6 percent. Democrats seem confident that Boehner ultimately will have to crumble, but Obama has a lot at stake as well, including a clear agenda for priorities like an overhaul of the nation's immigration laws.

The Beats by Dr. Dre lineup of headphones continues to expand, and if the early models were targeted at athletes, pop stars in videos, and the people who love them, the latest addition, Beats Executive, is targeted at the traveling businessperson. At $299.95 (direct), the Executive's cool, metallic look is more serious than flashy. Its active noise cancellation is sufficient, but not stellar, and the pair suffers from some unfortunate deep bass distortion, but only at top volumes. Still, at moderate volumes, it delivers the typical Beats sound signature: big bass, lots of crisp treble. Bass lovers who want basic noise cancellation might enjoy these incredibly comfortable cans?and the impressive array of included accessories.

Design
The Beats Executive strays slightly from the typical Beats visual styling?yes, there's still the flat, red cable and the lowercase B logo on each ear, but the color scheme trades in glossy red, black, and white plastic for a more refined brushed metallic and black leather combination. The earpads and headband are plush and exceedingly comfortable, even during long listening sessions.?The circumaural (around-the-ear) design doesn't completely seal off the ears, but the gentle pressure of the pillow-like earpads does a good job of passively eliminating some ambient noise.

It's too bad that the Beats Executive runs on two AAA batteries (which are included) rather than a rechargeable option?both for convenience of the user and environmental reasons. The batteries fit into a compartment in the left earpiece, which closes shut with the aid of magnets?a nice design touch. Beats rates the battery life for the Executive at roughly 25 hours before you'll need to get replacements, but this will also depend on what brand of batteries you buy and how you use the headphones.

One thing Beats always seems to get right is the accessories department. The Beats Executive folds down flat into a sturdy, thin, and easy-to-pack carrying case. The inclusion of these cables adds tremendous value to the expensive Executive, since cables are usually the most likely culprit in a malfunctioning pair of headphones?swapping out the cable is a lot cheaper than buying new headphones or sending them in for repair.

Beats also includes a cleaning shammy, airplane jack adapter, and a ?-inch headphone jack adapter.

Performance
On deep bass tracks, the Beats Executive runs into some trouble at high volumes, which is a bit surprising, since delivering subwoofer-like thunder is one of the defining characteristics of the Beats lineup. On the Knife's "Silent Shout," a track with intense sub-bass content, the Executive gets fuzzy and distorted at top volumes?it's not safe to listen at these levels, but it's a fair test of the headphone's drivers.

At more moderate levels, the distortion fades away and we're left with the heavy, thumping bass response and crisp, sculpted highs that Beats is known for. Bass lovers (who listen at reasonable volume levels) will be pleased; audiophiles and purists seeking a more natural, flat response should look elsewhere.

The Beats sound signature is designed with modern popular music mixes in mind, so it's not surprising that the Executive sounds best on hip hop, pop, rock, and R&B tracks. Jay-Z and Kanye West's "No Church in the Wild" has a kick drum loop that is delivered with a serious high-mid crunch, making the attack of the kick crisp and powerful?even the vinyl crackle in the background seems a little spiked. Underneath it all, the low frequency response is also strong?the bass synth hits in the loop are delivered with serious resonance, and the whole experience seems to more or less mimic a club's sound system.

The punchy edge of the high-mids and high frequencies gives Bill Callahan's unique baritone vocals on his most recent album, Apocalypse, some extra edge that helps them stand out even more against the back drop of some occasionally thunderous percussion work.

That same crisp edge gives the higher register strings and percussion on classical tracks, like John Adams' "The Chairman Dances," some added presence?not that they really need it. The lower register strings and percussion can sound unnaturally powerful on some bass-heavy headphones, but the Executive manages to bring some added bass response to these sections without upsetting the overall balance of the mix.

As for noise cancellation performance, on a recent flight, I was impressed by how much the earpads quieted the roar of the airplane's engines. Ironically, switching the noise cancellation circuitry on seemed to add more hiss, which is a trademark of less-evolved, cheaper noise cancellation circuitry. However, the noise cancellation did eliminate a wide swath of low-to-mid frequency jet engine hum.

Unfortunately, you cannot use the Beats Executive in passive mode?it will only produce audio if the noise cancellation Power switch is in the on position. This is true of some industry-leading noise canceling pairs, like the Bose QuietComfort series. But the Beats Executive is a musical pair first, and the noise cancellation, which is not extraordinary, is merely an added bonus. This makes the inability to use the headphones passively more frustrating than it is on a more effective noise canceling pair.

The bass distortion is not necessarily a deal breaker if you plan on listening at moderate, safe listening levels, but it's nonetheless a bit of a disappointment in this high price range. If what you seek as a pair of headphones with serious bass, but no distortion, you may wish to consider the noise-canceling Logitech UE 6000 , which brings serious rumble without distortion issues, even at top volumes?and it can be used in passive mode, as well.

Majority of Britons want press watchdog backed by law -poll

LONDON (Reuters) - More than two-thirds of Britons are in favour of an independent press regulator established by law, according to an opinion poll published in the Guardian newspaper on Wednesday, a day before a judge is expected to issue a report on problems in the industry.

The poll found that 79 percent of Britons surveyed want the government to introduce legislation to create an independent press regulator. Only 9 percent oppose tough measures regulating the press.

Senior judge Brian Leveson is expected on Thursday to recommend a new independent body with statutory powers over the press instead of the current system of self-regulation that the industry wants to retain.

Leveson oversaw a year-long public inquiry into the press that was prompted by a phone-hacking scandal at Rupert Murdoch's News of the World Sunday, a News Corp (NWSA.O) tabloid the media tycoon then shut down.

The poll, conducted by YouGov on behalf of the Media Standards Trust, found that over 80 percent want national newspapers to be obliged to sign up to the new system by law.

Most of the British newspaper industry is opposed to a regulator underpinned by law, as they argue it would curb freedom of speech.

First accredited German language centre in Wales ... - Education

Cardiff University?s Centre for Lifelong Learning is the first language provider in Wales to be accredited by the Goethe-Institut to conduct internationally recognised German language examinations.

The Goethe-Institut, with headquarters in Munich, is the cultural institute of the Federal Republic of Germany whose purpose it to promote knowledge of the German language and culture abroad. Their examinations correspond to the levels of the Common European Framework of Reference for Languages (CEFR) and are well known throughout the world and accepted as a qualification by employers.

After assessing the Centre and its German language provision, the Goethe-Institut signed a partnership agreement for holding the examinations of the Goethe-Institut at Cardiff University.

Helga Eckart, Senior Lecturer at the Centre said: ?With Germany being a top-employment country for British people it is hoped that many will be encouraged to sit these exams. We are excited that from 2013 onwards we will be an examination centre of the Goethe-Institut and I am thrilled that we are the first and the only institution in Wales to sign such an agreement.?

The range of German language courses that the Centre offers, from beginners to advanced, will provide ample opportunity to practise for these certificates.

Juliana Nau, a German Tutor at the Centre said: ?Taking some of the Goethe-Institut exams will punctuate your progress and attest your level of competence at any given time. The Goethe-Institut exams offer some of the most widely recognized German language qualifications and are offered at six different levels, from basic to near native proficiency.? They are purely skills based rather than predominantly academic.? In other words, spoken communication, listening to news and interviews, reading texts and e-mails feature high on the agenda.? Most of our German classes follow a syllabus that will prepare you for these exams.?

Over the years, strong links with Paris, Madrid and Sienna have been developed for the DELF/DALF qualifications in French, the DELE in Spanish and the CILS in Italian and more recently Public Service Interpreting ? qualifications which many language students have benefitted from. It is hoped that the German examination Centre will be just as successful.

VatorNews - Google buys up coupon company Incentive Targeting

Google got into the commerce game last year, debuting its payment service, Google Wallet, in May of 2011. Now it has taken another step in that direction by?purchasing coupon-targeting company Incentive Targeting, which will allow it to offer targeted deals to users. Terms of the deal have not been disclosed.

The news was first revealed by Mike Dudas, who is ?part of the team building Google's mobile commerce business,? on his Twitter account.

The news has since been confirmed on the homepage of Incentive Targeting, in a note from Ben Sprecher, founder and VP of marketing, and Joshua Herzig-Marx, founder and VP of products and services.

?As part of Google, we will have the resources and expertise to continue the transformation of couponing from a way to?give discounts?to a way to?build business. And, we can now work towards that vision as part of a company that improves the lives of hundreds of millions of people every day,? Sprecher and Marx wrote.

?We didn?t reach this milestone alone. From day one, we have relied on the support and commitment of our retailers, brands, investors, partners, and advisors, as well as the hard work and dedication of our team. We could not have done this without them, and as we look ahead, we are thrilled to be part of Google!?

Founded in February of 2007, Cambridge, Massachusetts-based Incentive Targeting provides tools to retailers and manufacturers of grocery and consumer products that allow them to deliver coupons and discounts to targeted markets.

What plans Google has for the service are not known at this time, but perhaps it will be integrated into Google Wallet, which works at participating retail stations in the same way a credit card does. Google Wallet uses a "tap and pay" function, wherever Mastercard paypass stations are used. Users can pass their Google Wallet-functional mobile devices over the paypass stations to pay for retail purchases, the same way they could with a credit card.

Perhaps Google might use Incentive Targeting technology to give discounts and coupons to customer upon using the checkout service.

"We look forward to working with Incentive Targeting in our ongoing efforts to help consumers save time and money and enable retailers deliver relevant discounts to the right customers,? a Google spokesperson told VatorNews.

Other recent Google acquisitions

Google?s has made a number purchases this year.

Linguist makes sensational claim: English is a Scandinavian language

ScienceDaily (Nov. 27, 2012) ? "Have you considered how easy it is for us Norwegians to learn English?" asks Jan Terje Faarlund, professor of linguistics at the University of Oslo. "Obviously there are many English words that resemble ours. But there is something more: its fundamental structure is strikingly similar to Norwegian. We avoid many of the usual mistakes because the grammar is more or less the same.

Faarlund and his colleague Joseph Emmonds, visiting professor from Palack? University in the Czech Republic, now believe they can prove that English is in reality a Scandinavian language, in other words it belongs to the Northern Germanic language group, just like Norwegian, Danish, Swedish, Icelandic and Faroese. This is totally new and breaks with what other language researchers and the rest of the world believe, namely that English descends directly from Old English. Old English, or Anglo-Saxon, is a West Germanic language, which the Angles and Saxons brought with them from Northern Germany and Southern Jylland when they settled in the British Isles in the fifth century.

Old English died out

"Modern English is a direct descendant of the language of Scandinavians who settled in the British Isles in the course of many centuries, before the French-speaking Normans conquered the country in 1066," says Faarlund. He points out that Old English and Modern English are two very different languages. Why?

"We believe it is because Old English quite simply died out while Scandinavian survived, albeit strongly influenced of course by Old English," he says.

The 'cohabitation' between the British and the Scandinavians was largely hostile. Both fought for political hegemony. The descendants of the Vikings gained control of the eastern and northern parts of the country. The Danelaw was under the control of Scandinavian chiefs for half a century.

Like most colonists, the Scandinavian-speaking inhabitants found no reason to switch to the language of the country they had arrived in. "One especially important, geographic point in our study is that the East Midlands region, where the spoken language later developed into Modern English, coincides almost exactly with the densely populated, southern part of the Danelaw," says the professor.

The language changed a great deal in the period after the Normans arrived. The miserable conditions people lived in at the time resulted in a complete merger of the two previously separate groups of people -- the Old English speakers and the Scandinavian speakers -- and out of this came Middle English -- the predecessor of Modern English.

Adopted words they already had

The language adopted many words from the Danelaw's inhabitants who were of Norwegian and Danish descent. For example, all the lexical words in this sentence are Scandinavian: He took the knife and cut the steak. Only he, the and and come from Old English.

"What is particularly interesting is that Old English adopted words for day-to-day things that were already in the language. Usually one borrows words and concepts for new things. In English almost the reverse is true -- the day-to-day words are Scandinavian, and there are many of them," says Faarlund.

Here are some examples: anger, awe, bag, band, big, birth, both, bull, cake, call, cast, cosy, cross, die, dirt, dream, egg, fellow, flat, gain, get, gift, give, guess, guest, hug, husband, ill, kid, law, leg, lift, likely, link, loan, loose, low, mistake, odd, race, raise, root, rotten, same, seat, seem, sister, skill, skin, skirt, sky, steak, though, thrive, Thursday, tight, till, trust, ugly, want, weak, window, wing, wrong.

The researchers believe that Old English already had 90 per cent of these concepts in its own vocabulary.

Took over the grammar

But the Scandinavian element was not limited to the vocabulary, which is normal when languages come into contact with each other. Even though a massive number of new words are on their way into a language, it nevertheless retains its own grammar. This is almost a universal law.

"But in England grammatical words and morphemes -- in other words the smallest abstract, meaningful linguistic unit -- were also adopted from Scandinavian and survive in English to this day."

Scandinavian syntax

The two researchers show that the sentence structure in Middle English -- and thus also Modern English -- is Scandinavian and not Western Germanic. "It is highly irregular to borrow the syntax and structure from one language and use it in another language. In our days the Norwegians are borrowing words from English, and many people are concerned about this. However, the Norwegian word structure is totally unaffected by English. It remains the same. The same goes for the structure in English: it is virtually unaffected by Old English."

"How can you illustrate this?"

"We can show that wherever English differs syntactically from the other Western Germanic languages -- German, Dutch, Frisian -- it has the same structure as the Scandinavian languages." Here are some examples:

* Word order: In English and Scandinavian the object is placed after the verb:

I have read the book.

Eg har lese boka.

German and Dutch (and Old English) put the verb at the end.

Ich habe das Buch gelesen.

* English and Scandinavian can have a preposition at the end of the sentence.

This we have talked about.

Dette har vi snakka om.

* English and Scandinavian can have a split infinitive, i.e. we can insert a word between the infinitive marker and the verb.

* Group genitive:

"All of this is impossible in German or Dutch, and these kinds of structures are very unlikely to change within a language. The only reasonable explanation then is that English is in fact a Scandinavian language, and a continuation of the Norwegian-Danish language which was used in England during the Middle Ages."

"But why the inhabitants of the British Isles chose the Scandinavian grammar is something we can only speculate on," says Jan Terje Faarlund.

Strategic Communications: How NATO Shapes and Manipulates ...

When NATO forces intervened in Libya last year to help oust Muammar Qaddafi, military planners were aware that one of the greatest battles of the conflict would not be military, but ideological: justifying the legitimacy of their actions to both Libyans and the wider international audience. NATO?s ?strategic communications? framework for the operation informed officials that ?Managing the information domain will be critical to NATO?s efforts being understood ? and ultimately supported ? by the audiences.? In order to ensure this support, NATO must ?use of the full range of information and communication capabilities? to help unify their message and ?manage and shape perceptions, to counter potential misinformation and to build public support.?

For international audiences, this meant conveying NATO?s commitment, legitimacy and resolve and being prepared to counter criticisms of its military policies. If asked about civilian casualties, the framework recommends NATO spokespeople provide ?Clear messaging on NATO doing its utmost to carefully target only air related military objectives and avoid civilian casualties.? If asked about NATO?s credibility in the Arab world, the framework recommends emphasizing the operation?s ?legal basis and recognition by the International Community, including Arab League and the Gulf Cooperation Council? while maintaining that ?NATO is acting legally and in support of the Libyan people.?

For audiences within Libya, strategic communications involved the production of media to influence Qaddafi loyalists to leave their weapons and cease killing civilians. Leaflets found in Tripoli around August 2011 advised Libyan forces that ?many officers and soldiers have chosen to stand against Gaddafi?s orders and refrain from fighting against innocent civilians.? One side of the leaflet, which bore NATO?s logo, encouraged soldiers to ?join these men for a prosperous, peaceful future for Libya? while the opposite side displayed a photo of a Predator drone alongside a tank with a crosshair over it. Amateur radio enthusiasts in Europe and the U.S. were able to listen to NATO broadcasts encouraging Libyan forces to abandon their vehicles and cease fighting.? ?NATO does not want to kill you,? says a voice in one of the broadcasts, ?but if you continue to operate, move, maintain or remain with military equipment of any sort, you will be targeted for destruction.?

Understanding StratCom

A collection of documents recently obtained and published by Public Intelligence provides a complete guide to NATO?s training process for ?strategic communications? activities, including public diplomacy, public affairs, information operations and psychological operations. The documents, compiled for participants in a NATO training summit, describe the doctrine behind strategic communications and provide practical examples of their use in a number of recent conflicts from Libya to Afghanistan. These activities are designed to contribute ?positively and directly in achieving the successful implementation of NATO operations, missions, and activities? as well as ?influence the perceptions, attitudes and behaviour of target audiences . . . with the goal of achieving political or military objectives?. NATO?s Strategic Communications Policy explains the aim of these operations:

Today?s information environment, characterized by a 24/7 news cycle, the rise of social networking sites, and the interconnectedness of audiences in and beyond NATO nations territory, directly affects how NATO actions are perceived by key audiences. That perception is always relevant to, and can have a direct effect on the success of NATO operations and policies. NATO must use various channels, including the traditional media, internet-based media and public engagement, to build awareness, understanding, and support for its decisions and operations.

NATO?s Military Concept for Strategic Communications states that ?the vision is to put Strategic Communications at the heart of all levels of military policy, planning and execution? as it is ?not an adjunct activity, but should be inherent in the planning and conduct of all military operations and activities.?

Strategic communications at the political level encompasses both public diplomacy and public affairs, functions designed to communicate facts and information to the public while maintaining credibility. According to NATO?s Allied Command Operations Directive on Public Affairs, ?Public support for NATO?s missions and tasks follows from public understanding of how the Alliance makes a difference to international peace and security.? If viewed from an effects-based perspective, the directive states that ?enhancing support for the Alliance by maintaining credibility is the effect for the [public affairs] function.? NATO?s Public Diplomacy Strategy for 2010-2011 states the primary goal of communication efforts should be conveying ?the values and principles that NATO stands for, first and foremost the principle of Allied solidarity, will feature prominently in NATO?s communication and outreach efforts, in particular towards the young generation.?

At the military level, strategic communications encompasses everything from psychological operations to electronic warfare. Deception operations, computer network operations and even engagement with local leaders all fall under the category of information operations, one of the broadest areas of strategic communications. NATO?s Bilateral Strategic Command Information Operations Reference Book describes information operations as being increasingly important in modern operations due to the ?the complex challenges of the global security environment? which ?require consideration and integration of the information factor throughout all processes ? analysis, planning, execution and assessment.? Due to the importance of the overall information environment in determining the outcome of a conflict, it is necessary that ?all decision-makers at all times appropriately understand the (possible) effects of their actions in the information environment; it is not just about deliberate activity using information through means of communication, it is the combination of words and deeds that delivers the ultimate effect.?

NATO?s documentation on strategic communications acknowledges the increasingly important role that information and perception play in determining the effects of military action. ?The employment of any element of power projection, particularly the military element, has always had a psychological dimension,? according to NATO?s 2003 Psychological Operations Policy. This psychological impact is nothing new, but has increasingly broad implications due to the prevalence of modern technology and social media:

PSYOPS have been used throughout history to influence attitudes and behaviours of people, leaders and key communicators. The dense and ubiquitous nature of today?s global information environment, coupled with NATO?s involvement in non-Article 5 Crisis Response Operations, have dramatically increased the demand and importance of effective PSYOPS. In today?s Information Age, NATO can expect to operate for an extended period of time in an area where sophisticated, indigenous media compete for influence over the perceptions of local audiences. The organisation, state, or entity more able to effectively influence the understanding of a crisis or conflict, especially managing the perceptions of particular target audiences, will likely be the most successful. PSYOPS are conducted to convey selected information and indicators to governments, organisations, groups and individuals, with the aim of influencing their emotions, attitudes, motives, perceptions, reasoning and ultimately their behaviour and decisions.

To achieve the desired outcome, strategic communications are integrated directly into NATO?s comprehensive planning process, defining goals and strategies for the various influence activities to be conducted in support of an operation. Strategic communications frameworks for the operation are developed by a working group at NATO headquarters ensuring all aspects of communication, from the diplomatic level to the military information operations on the ground, are coordinated within a unified narrative. After reviewing ?NATO strategic and military strategic objectives and effects? NATO?s Comprehensive Planning Directive instructs military planners to ?assess the impact of military actions on the information environment? and ?develop narratives, themes and master messages for different audiences.?

Based on their understanding of the different perspectives and biases of the different audiences, StratCom should develop an over-arching, resonating narrative, upon which themes and master messages can be based. StratCom must then refine the themes and master messages depending on the strategic conditions, taking into account target audience receptiveness, susceptibility and vulnerability to different historical, social, cultural, and religious references.

The directive also recommends that planners ?identify and establish required mechanisms to address issues of strategic and/or political importance? such as civilian casualties to protect against the ?rapid loss of NATO?s credibility in the theatre and perhaps even within the wider international community.?? This may require the involvement of ?other international actors, opinion formers and elites? who can be ?integrated into this approach through a coordinated engagement strategy at all levels within the wider local, regional and international public to promote support for NATO actions.?

Framing Conflicts

Examining NATO?s strategic communications frameworks for several recent conflicts provides concrete examples of the organization?s efforts to construct and maintain narratives favorable to their military and political objectives. The frameworks, which are signed by NATO?s Secretary General and sent to diplomatic representatives of allied countries involved in the conflict, detail a core message and various supportive themes designed to promote the narrative advanced by NATO. For example, the 2011 strategic communications framework for Afghanistan emphasizes the themes of resolve and momentum to ?maintain Afghan and international support for the continuation of the mission.? The strategic communications framework for NATO?s intervention in Libya emphasizes legitimacy, that NATO is ?operating under a clear international legal mandate, in coordination with the Contact Group on Libya, and with broad regional support?, while managing expectations and emphasizing the humanitarian assistance being provided.

Spokespeople play a central role in implementing the strategic communications framework by reinforcing the narratives decided on by NATO officials and countering misinformation. A training presentation for instructing NATO spokespeople in Afghanistan describes how to ?control your media environment? by advancing ?commercial? messages that support the strategic communications objectives for the conflict. The presentation lists cosmetic issues for spokespeople, like posture and controlling hand gestures, and even provides bridging phrases such as ?First let me say . . .? or ?The key issue here is . . .? to bring interviewers back to the spokesperson?s commercial messages. The presentation also teaches spokespeople how to deflect difficult questions on topics like civilian casualties. If asked about NATO ?being responsible for high numbers of civilian casualties?, the presentation recommends countering with a statement about NATO?s effort to minimize civilian casualties ?through a variety of measures which calls upon our forces to exercise courageous restraint during operations.?

NATO has even worked to develop a framework for assessing the efficacy of activities to influence populations. Over a three year period from 2007-2010, NATO convened multiple research groups with members from the U.S., U.K., Belgium, Netherlands, Sweden, Canada and Germany to formalize a program for measuring the effectiveness of strategic communications activities designed to influence targeted audiences. The groups authored a report in 2011 called ?How to Improve Your Aim: Measuring the Effectiveness of Activities that Influence Attitudes and Behaviors? that assessed NATO?s procedures for determining the success or failure of influence activities in achieving their desired effect. All military operations, including communications functions, are geared towards realizing a particular effect that can be ?material, attitudinal or behavioral.? The report seeks to develop a methodology for monitoring media, conducting surveys and determining the effectiveness of influence operations by tracking specific and quantifiable ?impact indicators?. These indicators help determine whether the intended effect is occurring and provide feedback for future operations planning.

Studying and implementing strategic communications has now become an essential component of NATO?s military operations as both a means of influencing populations in theater and abroad.? As the development of doctrine for manipulating perceptions continues to become more sophisticated, the ability of the public to discern reality and make decisions becomes increasingly difficult.? The information environment, according to NATO?s Allied Joint Doctrine on Information Operations, is ?where humans and automated systems observe, orientate, decide and act upon information, and is therefore the principal environment of decision-making.?? When governments and militaries make it their fundamental purpose to not simply deceive or manipulate the enemy, but to build and ?maintain support? from the very populations that provide them with their funding and mandate, it becomes increasingly difficult for civilian leaders and the public at large to determine the actual reality of a conflict, effectively nullifying their democratic involvement in the prosecution of wars to which they must ultimately pledge their money, their reputations and even their lives.
